Rising Atrocities Against Dalits in BJP-Ruled States a Serious Concern: Balwinder Singh Dhaliwal

PHAGWARA: Phagwara MLA Balwinder Singh Dhaliwal has raised serious concerns over the increasing incidents of atrocities against Dalits and tribal communities across the country, holding the Centre accountable for what he termed as a “worsening law and order and social justice situation” in BJP-ruled states.

Citing the latest report of the National Crime Records Bureau (NCRB) for 2023, Dhaliwal alleged that the data exposes the “anti-Dalit face” of the ruling establishment. According to the report, a total of 57, 789 cases of atrocities against Scheduled Castes were registered in 2023, marking a rise from 57, 582 cases reported in 2022. He stated that such figures indicate not only a marginal increase statistically but a deeper systemic failure in ensuring the safety and dignity of marginalized communities.

Highlighting state-wise data, Dhaliwal pointed out that Uttar Pradesh tops the list with 15, 130 reported cases, followed by Rajasthan with 8, 449 cases, Madhya Pradesh with 8, 232 cases, and Bihar with 7, 064 cases. He alleged that all these states are under BJP rule, and the rising numbers reflect a failure of governance and accountability.

Expressing grave concern over the safety of Dalit women, Dhaliwal said that, on average, more than 10 Dalit women are subjected to sexual violence every day in the country. He termed the situation “deeply disturbing and shameful, ” adding that it underscores the vulnerability of women belonging to marginalized sections and the urgent need for stronger protective mechanisms.

The Congress leader further highlighted the low conviction rate in cases of sexual crimes against Dalit women, stating that it remains below 2 percent, with a large number of cases still pending in courts. “Justice delayed is justice denied, ” he remarked, emphasizing that delays in the judicial process amount to denial of justice for victims.

In addition to crimes against Scheduled Castes, Dhaliwal also drew attention to a sharp increase in offences against Scheduled Tribes. As per NCRB data, 12, 960 cases were registered in 2023, reflecting a significant rise of 28.8 percent compared to the previous year. He said this trend raises serious questions about the effectiveness of policies aimed at protecting vulnerable communities.
