AIPEF seeks L G , CM intervention in revoking suspensions , release of salaries
CHANDIGARH: All India Power Engineers Federation (AIPEF ) urges Lieutenant Governor , Chief Minister Jammu & Kashmir to intervene for immediate revocation of all suspension orders, release of withheld salaries and vacation of all victimization actions against the engineers and employees.
Shailendra Dubey, Chairman AIPEF on Tuesday has written a letter to Lieutenant Governor , Chief Minister Jammu & Kashmir that holding engineers and employees personally responsible through suspension and other punitive measures, without a fair examination of the complete record, is wholly unjustified and unacceptable.
The letter mentions that as per J&K Power Employees and Engineers Coordination Committee the concerned field engineers and officials had already taken several enforcement measures against electricity theft and unauthorised use of electricity including disconnections, penalty assessments, recovery proceedings, requests for registration of FIRs, joint inspections with police authorities and action against habitual offenders.
The administration instead of examining the complete factual and technical record and fixing responsibility in accordance with established procedures, engineers and employees have apparently been made scapegoats and subjected to punitive action. The fact that Action Taken Reports had already been submitted by the concerned Chief Engineer and Superintending Engineer also requires immediate and impartial examination.
Moreover , AIPEF also strongly objects to the withholding of salaries of engineers and officials in various divisions/subdivisions on account of comparatively lesser progress under the Solar Ghar Scheme. Salary is the legitimate livelihood of employees and cannot be withheld as a coercive or punitive measure without following due process.
The arbitrary suspension, salary withholding and victimisation merely to shift responsibility for systemic deficiencies demoralise the workforce and adversely affect reliable electricity supply and the functioning of the power sector. The responsibility should be fixed only after a complete technical and administrative enquiry.
In case J&K Electrical Engineering Association (JKEEGA) and other power employees and engineers are compelled to resort to agitation in support of their legitimate rights , power engineers and employees across the country will extend their full support and solidarity to their counterparts.
