Punjab SC Commission Seeks Report From Jalandhar Rural SSP in Disturbing Phillaur Incident

PHAGWARA: The Punjab State Scheduled Castes Commission has taken suo motu cognisance of a deeply disturbing incident reported from Phillaur, where a Dalit youth with an intellectual disability was allegedly subjected to sexual abuse involving an animal. The matter came to the Commission’s attention following the circulation of a video on social media and reports published in sections of the press.

Providing details, Commission Chairman Jasvir Singh Garhi said the Commission has sought a detailed report from the Senior Superintendent of Police, Jalandhar Rural Police. The SSP has been directed to submit the report by February 19, 2026. The Commission has further instructed that the status report be furnished in duplicate—one original and one photocopy—and that DSP Bharat Masih appear in person before the Commission at its office to present the findings.

In an official statement, the Chairman termed the incident “extremely painful and deeply shocking, ” stating that it has shaken the conscience of society. He emphasized that no negligence or laxity in the investigation will be tolerated and that strict accountability will be ensured.

The Commission reiterated its commitment to safeguarding the rights and dignity of Scheduled Castes and ensuring that cases involving vulnerable individuals are handled with urgency and sensitivity.
