Anti-ragging rules to be extended in Chandigarh schools

CHANDIGARH: Soon anti-ragging rules will be extended in schools also in Chandigarh. The Union Grants Commission (UGC) has found that the menace was also making inroads in schools. Hence, the Commission has decided to extend the area of operation of anti-ragging rules to schools. Despite the fact that the universities, colleges and higher educational institutes have banned ragging which of the results in untoward incidents including death it has perpetrated with impunity.
Source in the Chandigarh Administration has revealed that the commission has sent letters to all states and union territories in this respect. A meeting to this effect was held at the Commission’s office in New Delhi on May 27. The meeting was attended by the senior officials of all states/UTs. In the meeting it was decided to extend the anti-ragging rules in schools also.
While talking to Mr Bikram Rana, SLO, NSS Cell, Chandigarh Administration, who had attended the meeting on behalf of the Administration admitted that such meeting was held and the Commission desired to extend the anti-ragging norms in schools in their respective states and union territories. He further said that the Commission would form an anti-ragging committee and would send a communiqué to this effect.
“Modalities will be worked out,” and Administration would form anti-ragging cell at school’s level as was done at college level, said he. Even the Supreme Court has set the price for ragging in its judgement.
At present, ragging is totally Prohibited in the University, colleges and higher educational Institutions, and anyone found guilty of ragging and/or abetting ragging, whether actively or passively, or being a part of a conspiracy to promote ragging, is liable to be punished in accordance with the Regulations as framed by the University Grants Commission (UGC) vide Gazette Notification No. F.1-16/2007 (CPP-II) dated 17.6.2009 of the Govt. of India and other Regulating Councils as well as under the provisions of any penal law for the time being in force.
Regulations for Elimination of Ragging shall be applicable not only to the University and its institutions or any part thereof, including, but not limited to, the Departments, constituent units, Colleges, Centers of Studies and all its premises, whether academic, residential, playgrounds, or canteen, whether located within the campus or outside, and in all means of transportation of students, whether public or private, accessed by students for the pursuit of their studies in such institutions.
