Haryana DHBVN Chief Engineers, 6 others found guilty in meter purchase scam

CHANDIGARH: One chief engineer , three superintending engineers  and two others working in Dakshin Haryana Bidhyut Viyran Nigam (DHBVN)  have been found   guilty in the multi crore meter purchase scam .

DGP-cum- Director Vigilance  submitted its report in  the bungling committed by various officers  in  purchase of  single phase meters worth Rs. 112 crore from two firms  to  CMD of DHBVN on May 31 . The report is pending with management  for the last two months and  no action has been initiated  against  guilty officials.

 Haryana Power Engineers Association had made a complaint to Additional Chief Secretary (power)  in July 2017 against  some officers of material management wing in DHBVN  alleging  serious allegation of corruption  in procurement of single phase meters from two firms.

 A senior engineer said that  after the submission of complaint , the management transferred President of the Association and  issued show cause notice to him and other two office bearers. These notices were withdrawn after the Association threatened to agitate on the issue and the  complaint was forwarded to Director Vigilance for enquiry in January 2018.

A committee of two XENs working in the vigilance wing conducted the enquiry  and submitted their findings to the  Director Vigilance. Based on this and other evidences Director Vigilance  in his final report found involvement of seven officials in meter purchase scam .

The report mentions that the meters failed on anti tamper test and a lot was rejected by the inspecting officers. The officials favored the firms in accepting sub standard meters of poor quality  and misled  the management by wrong reporting of the facts.

 A major punishment has been recommended in the report against R K Jain Chief Engineer .Disciplinary action for minor penalty has been recommended  in the report against S S Kantura SE, Anil Kumar Goel SE and Anil Bansal SE. One XEN and SDO who were associated in preparation of memorandum are also responsible and disciplinary action be taken against them for minor penalty. Moreover these are two separate tenders the action should be taken on both cases independently. It has also been recommended that meter supplying firms be debarred from tender participation for a period of 5 years.

The management  has formed a committee of two Directors  to study the report submitted two months ago . K D Bansal  President of the Association  has alleged that the committee has been constituted to delay and dilute the issue so that officer can get further promotion as Director.

It is commendable that the Engineers Association not only unearthed the scam but also challenged the management to enforce the actions. I have a feeling that the accused may only are escape goat. The real beneficiaries and scamsters may still be unaffected.
