Punjab delays payment of power subsidy

CHANDIGARH: Punjab Government has failed to make timely payment of power subsidy to Punjab State Power Corporation Limited (PSPCL) despite its written commitment.

For the first quarter of April -June 2018 the government has paid Rs 1352.01 crore against required amount of Rs 3429.51 crore which is 39.42 %. As such subsidy default for the quarter comes out to be Rs 2077.50 crore. In June, against required amount of Rs 1143.17 Cr the actual receipt was Rs 614.01 crore which is 53.71%. Subsidy default for June was Rs 529.16 crore.

Padamjit Singh had filed a petition before Punjab State Electricity Regulatory Commission (PSERC) in April 2017 against delayed payment of subsidy and the Commission order of 05 June 2018 stated that financial distress in the power distribution utility adversely affects the consumersof the State.

A situation wherein subsidy payment is 40% and default is 60% also indicates gross contempt of Sec 65 of the Electricity Act 2003 as well as of Commission orders.
